Background:
Orphaned on the streets Rascal doesn't know who his parents were but the streets became his home. In order to survive he has acquired a certain set of skills to keep him alive and fed (high Bluffing skill along with rogue skills). Due to his black skin and his short stature the other street rats teased him about his father being a deep gnome or a short drow but really this was just speculation. The truth may be that due to his fathers high social status that he refused to acknowledge his bastard offspring but really Rascal has no idea. He has no family heirloom that might lead to his mother or father and the old man who ran the petty ring of street rat thieves recently died (under suspicious circumstances). This man, known only as Vial (aka Vial the Vile) had to retire as a rogue and retreated from polite society after a botched acid trap disarm left him disfigured and ruined his nimble hands. Vial died without every giving Rascal a clue about who his family was other than to say that the other street rats were all the family he would ever need and that Rascal's mother was the sewers herself. This is basically true, as an infant Rascal was fished out of the sewer after being callously tossed aside.
Goals:
Rascal isn't big on foresight even though he does have the intelligence for it. He tends to live in the now. He would long term like to find out who his father is. He's still very mad at his mother for being the most likely one who literally tossed him out with the trash and she is pretty much dead to him.
Possible Plot-Hook Ideas and Misc Facts:
Rascal's father is actually a slave to a drow priestess. While many drow scorn halflings as slaves, the priestess favored Rascal's father as an entertainer and jester and a cloth weaver when not being made to dance like a trained monkey. This role as a jester gave him slightly more insight and leeway than afforded to some slaves. Rascal was born in secret (either to another slave or to the priestess, OMG the scandal) and his father managed to smuggle him out before he could be killed. The trader that took the baby was a real piece of work (he trades with the drow afterall) and after trying to unsuccessfully sell the wee lad into slavery on the surface after leaving the Underdark (who wants a wee oddball weakling baby slave?) chucked him out with the garbage.
Rascal may run into the trader again or just be seen by him, he has a very distinct appearance. This can result in the trader being overheard either by Rascal or by one of the street rats telling someone else about where Rascal truly came from ("That lad looks just like the baby I smuggled out of the underdark 20 years ago!") . Learning that his father is the one who risked everything to save him may literally blow his mind and turn his world upside down as well as giving him the goal of going back into the Underdark to free his father (and mother?).
About Me:
I'm a 40something married father and have been a gamer for ages and ages. Rascal originally was a character I made in an online game(MUD) GemStone III way back in the days of GEnie. I wound up being hired as a GM on staff there and worked for them for 5 years. These days I'm a boring old corporate code slave for a major automobile rental company. The environment here actually reminds me of the old MUD days. I like it.
