Spells per Day/Spells Known: At each stormlord level, the character gains new spells per day (and spells known, if applicable) as if he had also gained a level in a divine spellcasting class to which he belonged before adding the prestige class level. He does not, however, gain any other benefit a character of that class would have gained (improved chance of turning or destroying undead, additional favored enemies, and so on). If the character had more than one divine spellcasting class before becoming a stormlord, the player must decide to which class to add each stormlord level for the purpose of determining spells per day and spells known.
A good start, but this PrC would still be mediocre. It's a cool RP class like Darkflame, Master Spy and Deathsinger, but the things those classes aim to achieve are done better by other classes already.

The extra spell progression would make it loosely comparable to a Silverstar in both costs and benefits, and Silverstar's totally better than another 10 Cleric levels.

Yeah, maybe making it 1 min per Stormlord level? Or at least on par with AK/WoD weapon buff.

If you take a look at the PRC besides the spell progression, there are several other differences to what it is in PnP. Therefore, if the argument is that we should change the class to be like it is in 3.5 with its spell progression, we should also look at the other features.
That means some of the features may need a nerf to compensate.
Stormlord is currently actually very good, if a bit inflexible.
